英文摘要：

In recent years, in the WTO multilateral negotiations, the coordination of the trade liberalization, the environmental protection and the intellectual property rights protection have become increasingly focalized in the policy arguments. How to coordinate the contradictions among them have also draw sufficient attention from various countries. This paper constructs a model, through which we discuss the different policy combinations of the pollution tax, green tariff and the intellectual property rights protection tax and their influence on the pollution abatement R~.D, the output of the enterprises and the level of the world environment condition. The results show that different policy combinations will produce different results, including： the distribution and transfer of pollution industry in the world, the enthusiasm of the pollution abatement RS~.D of the developed countries and developing countries, each country＇s and the whole world＇s output level, the overall environmental protection level of the world. This paper alto analyzes the influence of different costs of enterprises from developed countries and developing countries.
