产业效率提升是促进产业可持续发展的原动力。基于我国东北地区经济发展失衡的现状,以东北三省所辖36个市（区、州）为研究单元,以效率提升促进东北地区经济快速发展为目的,利用Global-Malmquist指数计量方法,结合空间自相关和标准差椭圆两种空间分析方法,对区域旅游业效率及空间关联格局演变进行了研究,提出发展建议。结果表明：政策性资金对东北地区旅游产业发展具有正向促进作用,规模适度投入、引入先进管理技术、构建旅游经济平稳发展环境有利于区域旅游业高效率发展。东北地区旅游业合作效率低下,全局空间自相关程度较弱,局域空间自相关集聚区域随时间演变空间位移显著,区域孤立化发展问题显著;空间格局整体趋于南部提升而北部下降趋势,生产率变化及技术进步水平区域空间差异呈增大趋势,综合效率水平、规模效率水平及纯技术效率水平区域空间差异呈减小趋势。基于研究结果,提出以市场化为导向、以政策驱动为基础、以区域协调发展为宗旨,逐步提升生产效率水平。

英文摘要：

Industrial efficiency was the impulsion of promoting the sustainable development of industry. Based on the unbalanced economic development in northeast China,using the global Malmquist index,spatial autocorrelation and standard deviation ellipse method,this paper took the 36 cities of the northeast three provinces as the research unit and obtained from the tourism industry,for the purpose of rapid economic development in northeast China,it studied the development of tourism efficiency and spatial correlation pattern evolution and put forward some suggestions. The results showed that： The policy funds had a positive role in promoting tourism development of northeast China. And appropriated scale investment,introduced advanced management technology,built the steady development environment of tourism economic,these factors were conducive to the development of regional tourism high efficiency. Tourism cooperation was inefficiency in northeast China. The global spatial autocorrelation degree was weak,the agglomeration area of local spatial autocorrelation displacement significantly was over time evolution. And the problem of regional isolated development was obvious. The spatial pattern tended to rise in southern,and it tended to decline in northern. The regional spatial differences of productivity changed and technological progress level showed a trend of increase. The regional spatial differences of the comprehensive level of efficiency,scale efficiency and pure technical efficiency level showed a trend of decrease. Based on the results,this paper put forward the following suggestions： Take the market as guide,based on the policy,for the purpose of regional harmonious development,improved the production efficiency gradually.
