根据旅游发展状况、旅游资源禀赋、区位优势等因素,结合专家打分法将新疆15个地州分为首府圈旅游区、北疆旅游区、南疆旅游区、东疆旅游区4个旅游区。运用Malmquist指数模型测算了2004—2013年全疆及四个旅游区的全要素生产率、技术进步和技术效率。结果显示:10年间全疆旅游产业全要素生产率的平均值为1.061,其中技术进步年平均值为1.065,技术效率年平均值为0.996,10年间全疆的旅游全要素生产率增长主要归功于技术进步,技术效率对生产率的增长作用并不明显。10年间全疆的旅游产业纯技术效率(0.9992)高于规模效率(0.9969),即纯技术效率对于旅游产业的技术效率影响较大。文章最后在分析结果的基础上提出了不同的旅游区可以实行不同的旅游发展政策、提升旅游产业技术效率、促进旅游产业技术进步等建议。

And based on the results of the analysis proposed different tourism may adopt different tourism development policies, to enhance the tourism industry technical efficiency, promote technological progress and other recommendations of the tourism industry.
