黑龙江省具有发展绿色畜牧业的优势,但绿色生猪养殖面临增长速度慢,增速波动大,产业竞争力不足,产业链不完整,社会服务不完善的发展困境。为此,笔者对黑龙江省绿色生猪养殖业发展的制约因素进行分析。结果表明：有效需求不足是制约黑龙江省绿色生猪养殖发展的关键因素;环境成本高、质量管理严与资金需求大是三大门槛因素;价格波动大、信息扰动强和疾疫控制难是三大风险因素;人才短缺又制约产品和技术转型升级。鉴于此,提出政府应加强监管和扶持,为绿色生猪养殖创造良好市场环境和秩序;打造绿色品牌,拓展京津外埠及海外市场,扩大有效需求;完善产业链,发展产业集群;加强技术培训推广服务,为产业发展提供人才支持等建议。

英文摘要：

There are some advantages of developing enviromental- friendly animal husbandry in Heilongjiang province,but pig farming for green food production is facing some development difficulties,including slow growth rate,large fluctuation in the growth rate,lack of industrial competitiveness,incomplete industrial chain,and imperfect social services. To this end,this author analyzes the factors restricting the development of pig breeding industry for green food production in Heilongjiang province. The results show that insufficient effective demand is a key factor restricting the development of pig breeding industry for green food production in Heilongjiang province; high environmental cost,strictly quality management and large investment are three threshold factors; large price volatility and strong information disturbance and difficult disease control are the three major risk factors; shortage of talents also restricts the transformation and upgrading of products and technologies. As a result,the author puts forward the following suggestions： the government should strengthen supervision and support to create a good market environment and order for pig breeding for green food production; building the green brands in Heilongjiang province,and expanding Beijing,Tianjin and the overseas markets,and enlarging effective demand; perfecting industrial chain and developing industrial cluster; strengthening the technical training and promotion service,providing talent support for the industrial development,etc.
