从城镇化的角度解读智慧城市。首先通过对智慧城市现象的解读,提出我国智慧城市的建设应该以问题为导向。接着从社会、产业经济、资源环境、科技革新等四个方面总结了我国智慧城市建设面临的挑战。我国未来的城镇化应该是＂智慧的城镇化＂,这些挑战应成为我国智慧城市发展的关注重点。提出四个智慧城市建设顶层设计应该关注的方向：关注人的发展,实现＂智慧资源＂共享;以新媒体为契机,释放社会力;重塑城乡职能,焕发中小企业活力;建立环境与社会的责任感,推动＂精明增长＂。
英文摘要：
This paper analyzes the concept of smart city from the perspective of urbanization. Reviewing the booming concept and the hidden crisis of smart city,and suggests that the development of smart city should be problemoriented. Through the analysis of China＇s urbanization process,it concludes four major challenges China＇s smart city development is facing,from the social,economic,environment and resources,as well as technological innovation angles. It points out that China＇s future urbanization should be smart urbanization,and that these four challenges should be addressed in China＇s smart city movement. Based on these considerations,this paper further suggests four directions for China＇s smart city movement： paying more attention to personal development with equal opportunities to smart resources; taking the opportunity of self-media to release social power; reconstructing urban-rural relationship and empowering small-medium enterprises; establishing environmental and social responsibilities to boost smart growth.
