个体及研究机构的科学定位、能力大小的差异决定了高质量的研究往往并非随机空间分布。更好地认识和理解国家科学基金空间分布规律是制定宏观资助管理战略、统筹区域基础研究发展和人才布局的基础。本研究以国家自然科学科学基金2001-2010年10年间省际获资助数据为基础,利用GIS工具和空间分析方法,主要采用Moran’s I指数和G系数等统计指标,从不同的空间尺度,分别对科学基金资助项目总体空间分布情况、省际获资助和城市获资助空间分布情况进行了分析。最后对分析结果进行了总结并得出相应的政策启示。
The differences of scientific position and capability between individual and research institutions decided that: high quality researches are not random spatial distribu- tion. The better understanding of the spatial distribution of projects sponsored by the Na- tional Natural Science Foundation of China (NSFC) have great significance on macro man- agement strategy planning, area coordinator of basic research and distribution of talents. Using the statistical indicators including Moran's I and Getis Ord, This study takes 31 provincial administrative regions funding and status from 2001 to 2010 as research basis, analyzes the general spatial distribution of NSFC projects as well as inter-provincial and city's distribution of GIS tools. Finally, the results are summarized and some new policy ideas are put forward.
