Corresponding author. Guohong Wang was born in 1963. He received his B.S., M.S. and Ph.D. degrees in 1983, 1991 and 2002, respectively. He is now a professor in Naval Aeronautical and Astronautical University and has published over 160 papers and 4 books. He gained the Award of the National Excellent Doctoral Dis- sertation in 2004 and the Special Allowance of the Chinese State Department in 2006. He was named as the Taishan Scholar Professor by the eovemment of Shandong Province in 2007. His research areas include information fusion, target tracking and target identification. E-mail： wangguohong @ vip.sina.com Xiangyu Zhang was born in Shanxi Province in 1986. He is now a master student in Naval Aeronau- tical and Astronautical University. From September 2009 to July 2010, he worked as a programmer in In- formation Fusion Research Room of his school, on radar networking and signal processing. Since July 2010, he has been a teacher in the school, doing re- search on radar-to-ESM track association. He is now a Ph.D. student in Naval Aeronau- tical and Astronautical University. From Septem- ber 2008 to July 2009, he worked as a designer in Information Fusion Research Room of his school, on information fusion and signal processing.
