突发事件应急演练评估方法、技术及系统研究

近些年,随着我国国民经济的快速发展,安全与应急问题也日益凸显,为了应对这些问题,各级政府和企业广泛开展各种类型的突发事件应急演练,取得了一定的效果.但由于应急演练评估缺少操作层面的方法与技术支持,使应急演练的评估与相关标准规范脱节,往往流于形式.针对此类问题,通过对国内外应急演练评估相关标准规范的梳理与分析构建应急演练评估业务主线,以"情景构建"方法指导构建应急演练评估指标体系,以AHP算法和软件开发技术实现"应急演练评估模型库"及相关演练评估系统,最终为应急演练评估工作的实际开展提供一套从理论方法到技术系统的科学、合理且具有操作性的整体解决方案.

英文摘要:

In recent years , with the development of economy in China , the problems of safety and emergency become serious gradually .In order to solve these problems , governments at all levels and enterprises have carried out various types of emer -gency exercises and acquired certain effect .However , because the lack of method and technology support in operational level for emergency exercise assessment , the emergency exercise assessment is not in consonance with the related standards and criteria, with a mere formality .Aiming at such problems , the business processes of emergency exercise assessment were es -tablished through the combing and analysis on the related standards and criteria of emergency exercise assessment at home and abroad , then the index system of emergency exercise assessment was built through the guiding of scenario construction method, and the model library and system platform for emergency exercise assessment were implemented by the application of AHP algorithm and software development technology .It provides a set of total solution from theoretical method to technical system being scientific , reasonable and operational for the actual implementation of emergency exercise assessment .
