The importance of urbanization is to promote the integration of urban and rural development, and gradually achieve the production factors between urban and rural two -way free flow and exchange. It is required that the government to speed up the transformation of functions and eliminate the barriers to the free flow of factors of production between urban and rural areas. This paper tests the performance differences between urban and rural areas, and the negative factors of the baffling merchandise and production factor flow freely, and expanding the performance differences of production. Finally, this paper, put forward to accelerate the transformation of government functions to eliminate the corresponding institutional obstacles, in order to promote the healthy development of urbanization.
