结合影响低碳竞争力的因素，从四个维度建立省域低碳竞争力评价指标体系。运用层次分析法对首批低碳试点的五个省份进行对比分析，进而评价湖北省低碳竞争力水平。结果表明，湖北省在五省比较中无明显优势指标，整体低碳竞争力处于中游水平。最后，从优化产业结构、转变能源消费方式、提高能源利用效率、加大资金投入力度和建立区域间低碳发展的沟通机制等五个方面给出提升湖北省低碳竞争力的建议。

英文摘要：

Considering the factors affecting low carbon competitiveness, an index system from four dimensions were construct- ed to evaluate provincial low carbon competitiveness. AHP was used to analyze the first five pilot provinces to evaluate the low carbon competitiveness level of Hubei Province. The results showed that Hubei province rarely had obvious advantage in- dexes in the comparison. The overall low carbon competitiveness was in the middle level. Five advices including optimizing the industrial structure,transforming the energy consumption mode ,improving energy efficiency,increasing capital investment and establishing a communication mechanism between areas of low carbon development were put forward to promote the competi- tiveness of Hubei province.
