身份危机一直困扰着公共行政学,由此也产生了诸多关于什么是公共行政学“大问题”的争论。对公共行政学大问题的回答并不主要依赖于我们的知识视野和理论建构,相反它可能更依赖于我们的信仰,依赖于我们如何认识公共行政在社会中的身份和角色。依据范畴(boundary)、焦点(core)、关键词(keywords)与论题(issue)等四个要素,公共行政大问题可界定为三个维度:制度层面的“合法行政”大问题所回答的是,公共行政始于何处;组织层面的“有效行政”大问题所回答的是:公共行政自身如何运行;价值层面的“责任行政”所回答的问题是:公共行政归于何处。公共行政学“大问题”之所以是一个问题,并不是因为我们找不到答案,而是因为这本身可能就不存在一个标准的答案。公共行政学能否回答这些“大问题”,与公共行政学的知识获得模式紧密相关,也与研究者的理论自觉有关。
Identity crisis is a long -term challenge for Public Administration. To address this problem, recently, scholars discussed about the "Big Question" of public administration. While the answer to Big Question not only mainly depends on the vision of our knowledge or theory construction, on the contrary, it may be more with our belief and how we understand the identity and role of public administration in our society. Based on boundary, core, key words and issue, we define the "Big Question" of public administration in three dimensions. Firstly, at institutional level , it is the big question of "Legitimate Administration" ,which is about the origin of public administration; Secondly, at organizational level , the "Effective Administration" focuses on the implementation of public administration; The third dimension is about the value of public administration, "Accountable Administration" concerns about to where public administration goes. We take these questions as a" Question", not because we cannot find the answers, but maybe there are no standard answers. And the model of knowledge acquisition is also a key factor to answer these "Big Questions".
