分析了住宅市场在供给与需求两方面的调控政策的有效性；并在此基础上，寻求影响政策有效性的政策外因素，总结我国住宅市场调控成效不甚显著的症结；最后，针对调控症结提出相应的政策与建议。

英文摘要：

Analyzes the validness of the control-policy in the aspects of supply and demand. Based on these,we try to look for the factors beyond control-policy ,which affect the control＇s validness, and conclude the crucial points that lead to no good validness of the control-policy. At last, we put forward the corresponding policies and suggestions according to the crucial points.
