近年来,我国政府购买公共服务实践逐步推进,得到积极发展和较大突破,而对其进行切实有效的质量管控才是这项政策得以落地的保证。针对政府购买公共服务质量管控问题,采用扎根理论研究方法,以镇江特教中心、幼儿园、养老院以及社会影响重大的政府购买公共服务为例,通过扎根理论的三步编码程序——开放性编码、选择性编码、理论性编码,总结出政府购买公共服务质量的影响因素,明确其核心影响因素为监管因素,并据此构建各影响因素之间的关系模型。该研究结果不仅强调了成熟有效的监管对于保障政府购买公共服务质量的重要性,同时也提出了具有针对性的政府购买公共服务质量的管控措施,为政府购买公共服务的质量监管与控制提供了有益的决策支持和政策参考。

英文摘要：

The practice of the government procurement of public services in our country has developed step by step in recent years and achieved great growth and breakthrough.However,effective control of the quality of public services is the guarantee of this policy.Faced with the problems of quality control,this paper used the grounded theory and took Zhenjiang Special Education Center,nursing homes and kindergartens as well as other public services purchased by government with vital social effect as example.Furthermore,we found the factors affecting the quality of government procurement of public services by three coding procedures,which are opening coding,selective coding and theorist coding.We concluded the core factor is the supervision factor and contructed the relationship model between the factors.This paper not only attached great importance to the mature supervision on the quality of government procurement of public services,but also supplied useful decision support and policy reference for the supervision and control of the quality of government procurement of public services.
