Low carbon economy pays attention to forest because of its carbon sink function. Based on analyzing the necessity of developing forestry low carbon economy, the conception of forestry low carbon economy was put forward, and the theory foundations of forestry low carbon economy were analyzed. The developing strategies were put forward that included constructing forest city, low carbon forestry region, low carbon forestry industry, and exploiting forestry organism energy, developing forestry carbon sink exchange.
