Human resource readiness is to adapt to complicated business environment by providing flexible time. Based on Strategic Readiness and Slack Resource Theory, this article centres on the relationship between human resource readiness and organization performance, points out the importance of competency element in human resource planning module, constructs competency oriented human resource three dimensions model, proposes detail advice from aspects of strategy, technology and management.
