文章探索性地将三阶段DEA模型和超效率SBM模型相结合来测算我国东西地区的碳排放效率,并对东西地区碳排放效率的差异及受科技因素的影响进行了对比分析。结果表明,东西地区受所处的外部环境和运气等随机因素影响,碳排放效率表现出显著差异,剔除环境因素和随机误差的影响后,虽然东部地区的碳排放效率依旧高于西部地区,但其差距明显缩小;其中,R&D人员对东部地区碳排放效率的提高有显著正向影响,而R&D项目对西部地区碳排放效率的提高有显著促进作用。研究认为,东西地区碳排放效率存在差异的主要原因是科技因素,实现西部地区科技减排的关键在于为西部地区R&D项目的立项开通绿色通道,同时鼓励更多高科技人才流向西部地区。
This paper,combining three-stage DEA model and super efficiency SBM model,measures carbon emissions effi-ciency in China's eastern and western regions,and then makes a comparative analysis on the regional differences of carbonemissions efficiency and the influences of science and technology factors. The results show that the carbon emissions efficiencyin the eastern region is quite different from that in the western region due to the impacts of environment and random factors.Although the efficiency in the eastern region is still higher than that in the western region after excluding the impacts of envi-ronment factors and random errors,the gap between them narrows significantly. Among them,RD personnel have a significantpositive impact on carbon emissions reduction in the eastern region,while RD projects play a significant role in promotingcarbon emissions efficiency in the western region. The study suggests that the main reason for the differences of carbon emis-sions efficiency between the eastern region and the western region is technological factors. The key to achieve the science andtechnology path of carbon emissions reduction in the western region is to open a green channel for RD projects,while encour-aging more high-tech talents to the western region.
