Based on the innovative features of SME, the paper divided the incremental innovation into the marginal innovation and adaptive innovation. Those two different innovation types have different characteristics and cooperation demand. The paper divided the technology properties into technical complexity, technology maturity and technology tactic, and defined the innovation selection strategies among internal R＆D and cooperation of industry, university and research institute, upon which present a synthetic framework linking the technology innovation characters and the technological attributes.
