The flexible space and its systematical evolution trajectory of private economic growth feature significant policy path dependency and correlates with government behavior. As a dominant positioned variance in progressive reforms, gov- ernment can endogenously generate super behavior, which highlights its leading position and synergies on private eco- nomic development and system evolution in the transition period. When entering into a new strategic period of social --economic transformation, taken construction of service--oriented government as opportunities, led government be- havioral optimization and innovation of sustainable growth for private economy by scientific outlook on development, and to inhibit government behavioral irregularity or deviation that impedes productivity of private economy and system performance improvement, it is reality needs and inevitable orientation to further stimulate the vitality of private economy and the motivation of institutional evolution.
