城乡建设用地增减挂钩是解决城乡用地矛盾的有力抓手,但现实操作中,片面追求挂钩用地指标,造成耕地占优补劣现象严重。采用限制性因子评价法和邻接度加权法对增减挂钩拆旧区进行宜耕性评价,从耕地数量与质量两方面测算增减挂钩潜力,提出增减挂钩潜力平衡方法,并以陕西省洋县华阳镇增减挂钩项目区为例进行实证分析,以期为有效保护耕地提供有益探索。
Although it is the effective solution to manage conflicts of land using between urban and rural areas,in practice,pothook of urban and rural construction lands just pursues to the high land using index, which results in severe replacing high-quality lands with poor-quality ones. To evaluate the cultivated suitability of pothook areas with "restrict factors evaluation method" and "critical weighted method",this paper calculates the pothook potentiality from aspects of both quantity and quality of cultivated lands,and puts forward how to balance pothook potentiality,in order to provide a valuable exploration to protect cultivated lands effectively on the empirical analysis of the pothook project in Huayang Town of Yang county.
