在规制经济学下的成本规制理论基础上,通过对公交标准成本的定量核定,提出城市公交政策性补贴的定量测算方法,能够较准确的测算公交政策性补贴额度,解决政府与公交企业之间的博弈难题。通过实例分析,验证此定量测算方法的实用性和可操作性,为城市公共交通政策性补贴定量测算提供新思路。
Based on the cost of regulation theory, it presents a quantitative measurement of urban public transit policy-related subsidies, which will estimate accurately the amount of policy-related subsidies and settle between government and the public transport enterprises game problems. Through the case study, the practicality and operability of this method are verified,which provides a new way of measuring the urban public transit policy-related subsidies.
