文章指出,推动涉诉信访问题在法治轨道内妥善解决,需从构建科学的信访法律制度和积极推进司法改革两方面入手,改革现行带有浓厚行政与政治色彩的涉诉信访处理模式。信访法律制度建设应重点改革全部门办信访的格局,并明确＂诉＂＂访＂标准;司法改革宜从加强人民法院的解释性工作、完善诉讼程序、创新纠纷解决机制等方面深入进行。

Pushing forward the proper solving of public complaints involving litigations in the rail of law, we need pursuit the estab- lishing of scientific public complaint system and, at the same time, actively advance the judicial reform, so as to change the existing processing mode with deep administrative and political characters. The main issues of building public com- plaint system involving litigations should be changing the framework of multiple managements, and further ascertain the criteria of lawsuit and visit; specifically, the judicial reform should be carried out in aspects like strengthening the inter- pretation power of People＇ s courts, perfecting the lawsuit procedures and create new disputes resolution systems.
