近年来,高技术产业技术创新能力得到政府及社会各界的高度重视,研发投入不断提高,然而研发资金投入的快速增长并未带来研发成果的同步增长。为揭示缘由,文章运用随机前沿生产函数,从创新投入与产出的转化效率出发,建立研发投入产出随机前沿模型及其影响因素分析的计量模型,对我国高技术产业的技术创新效率变动趋势进行评价,分析了中国高技术产业总体及细分行业的研发资本产出弹性以及行业差异。
In recent years, the government and the society attach great importance to technological innovation capability of high-tech industry, but'the rapid growth of R&D capital investment does not bring the proportional increase of R&D achievements. In this paper, by using stochastic frontier production function, and focusing on the conversion efficiency between the input and output of innovation, the R~D input-output stochastic frontier model is established as well as the measurement model of the influencing factors in this respect. Besides, the trend of efficiency changes of technological innovation of Chin's high-tech industry is evaluated and the R&D capital output elasticity of Chinas high- tech industry and that of the sub-industry are analyzed.
