The Lorentz transformations and relations of electromagnetic fields in isotropic dielectric medium were utilized to deduce the theoretical constitutive expressions as the medium moving in arbitrary direction. And the effects of the moving medium on dielectric parameters and permeability were discussed in detail under the different polarized electromagnetic plane wave.
