After analyzing the reason of blackout accident in the Munich area of German and the current grid situation operat- ing in Gemmn, we get the conclusion that it is imperative to spend a lot of energy to do such as changing the network topology, upgrading the network's rated voltage level, installing the energy storage systems and so on in order to upgrade the current net- work. Doing so will make the transition from the existing passive distribution network to the active distribution network under the requirement of the snort grid smoothly, the operation of the power grid can be ensured in the state of stable.
