近年来,示范工程的广泛开展与示范理论的相对匮乏形成了鲜明的对比,也彰显了研究示范工程及政府作用的重要性。本文首先在技术创新的语境下对示范开展研究,从＂阶段论＂入手,界定了示范在技术创新周期中所处的阶段,从＂项目论＂着眼,剖析了示范项目的目标和功能,及其对技术创新的作用机理;其次,本文从＂工具论＂的角度审视示范,从理念、过程和工具的角度来看,相比传统的政府手段,示范是一种创新的政策工具,可以更好地界定政府和市场的作用,对促进国家治理体系现代化具有积极的政策意义。

英文摘要：

In recent years,the widespread demonstration projects are indistinct contrast to the lack of the theory of demonstration,while it highlights the importance of the research on demonstration project and the role of government.Firstly,this paper studies the demonstration in the context of technology innovation. Starting from the ＂ stage ＂perspective,this study defines the stage of demonstration in the innovation cycle; from the ＂ project＂perspective,the objective and function of demonstration project are analyzed,as well as its mechanism of technological innovation;Secondly,the demonstration has been examined from the ＂ instrument ＂ perspective. Compared to the traditional government measures,the demonstration can be seen as an innovative policy instrument from the perspective of mindset,process and instrument,which can better define the role of government and market and has a positive policy implication for the modernization of governance system.
