研究目的：在对耕地利用及转用的经济过程与相关利益主体损益关系分析的基础上，分析耕地流失经济机理，提出耕地保护经济补偿机制。研究方法：文献资料法与定性分析法。研究结果：多功能外溢引发的耕地利用低收益和耕地非农化的低成本以及耕地保护的巨大机会成本是耕地转用的根本所在，可从耕地利用多功能外溢补贴以及发展机会成本补偿两个方面建立耕地保护经济机制。研究结论：当前中国耕地保护政策中缺乏有效的经济补偿机制，建立耕地保护的经济补偿机制对平衡各相关经济主体间的利益配置关系，形成完备的耕地保护约束激励机制，增强耕地保护的微观动力，具有重要意义。

英文摘要：

The purpose of this paper is to find the economic essence of farmland loss and propose a mechanism of compensation for farmland protection, which is based on an analysis of the economic activities and the interests change of related stakeholders during farmland utilization and conversion process. Conductive reasoning and documentation methods were employed. The results indicated that the low revenue of farmland use arising form the multi-function spillover effect, the low cost of farmland conversion and the huge opportunity cost of farmland protection were the fundamental driving forces of farmland loss. So the compensation mechanism of farmland protection can be established in two aspects. First is to devise the allowance tool for the multifunction spillover of farmland and the second is to form the compensation mechanism for the development opportunity cost of farmland protection. It is concluded that the establishment of the compensation mechanism is significant for improving farmland protection performance, balancing the redistribution of revenue among stakeholders, setting up a completed incentive mechanism, and ensuring the effects of micro-level driving forces of farmland protection.
