城市新区是新型城镇化推进的重要空间载体,探讨其土地储备创新发展路径,实现土地利用价值最大化,对于促进城市可持续发展具有重要意义。首先剖析土地储备与新型城镇化的互动关系,进而以天津滨海新区为例,梳理其城镇化进程的演进轨迹,并从制度基础、经济动力、空间方向等三个方面揭示其城镇化发展的内在逻辑与趋势,最终从战略层面重塑土地储备目标体系以及策略层面最优化土地储备供应决策两个方面提出新型城镇化进程中天津滨海新区土地储备创新发展路径。
英文摘要：
New urban districts play an important role in the development of new urbanization It is of great significance to discuss the innovation and development of land banking of new urban districts. Firstly, this paper analyzes the interactive mechanism between land banking and new urbanization. Then, we explore the internal logic and the trend of urbanization of Tianjin Binhai new area includes system foundation, economic and spatial development based on the evolutional track in the process of new urbanization. At last, we propose implications to Tianjin Binhai new area and argue that we should reconstruct the target system and put forward optimization methods of land supply decisions.
