针对灌区工程建设管理过程中存在的种种问题,以水利工程建设管理相关技术规程为基础,从工程建设管理信息化的需求出发,分析了灌区工程建设管理的业务数据,以及灌区工程建设管理的关键环节(参建单位、参建人员、工程质量、工程安全、工程进度、工程资金),提出了基于“关键环节-业务处理冶的双层结构数据库模型,并应用现代信息技术构建了灌区工程建设管理信息库。结合湖北省漳河灌区工程建设项目公示、开工报审等业务处理流程,验证了系统的有效性。研究表明,该系统实现了水利工程建设过程中资料的电子化、数字化管理,提高了工程建设管理透明度,可为工程建设过程实时监督管理提供技术支撑。
In view of the problems existing in the construction management of an irrigated area, according to technical specifi-cations for hydro-project construction management, and the informationization requirements of project constriction management, the author analyzes the business data and key links ( all parties participating in the construction, etc. ) of the construction man-agement of the irrigated area. A database model with bi-hierarchical structure of the "key link -business process" is devel-oped, and the information database for construction management is built by the application of modern information technology. The effectiveness of system is proved in the business process of information publicity and project commencement approval of Zhanghe Irrigation Area in Hubei Province. The results show that, by the system, an electronic, digital management of the construction process can be achieved, and the management transparency can be improved, which provide technical support for real-time su-pervision and management of the construction process.
