对现有中国城市低碳发展评价指标体系进行了调整与修改,通过权重赋值,使各离散指标有机整合成一体,形成了我国第一套定量、可比的综合评价指标体系。同时使用该评价指标体系,选取中国110座城市,对低碳发展水平进行实证研究。综合排序结果表明,该指标体系科学性高、实用性强,对指导我国城市加快转变经济发展方式、促进经济社会可持续发展、推进温室气体排放控制,积极应对全球气候变化具有重要意义。

英文摘要：

Though adjusting and modifying the existing urban low carbon development evaluation index system,this paper set up the first quantitative,comparable evaluation index system with weight assignment,making each discrete indicator into a whole organic integration.At the same time,this paper selects 110 cities in China to have an empirical study by the evaluation index system.The findings of this paper could be concluded as the following： the index system is of high practicability and has important significance in instructing urban development transformation,promoting sustainable economic and social development,controlling greenhouse gas emissions,and coping with global climate change.
