水环境安全不仅是生态环境问题,也是社会、经济和政治问题,直接关系到国家安全和社会稳定。基于"驱动力-压力-状态-响应"(DPSR)模型,建立南昌市水环境安全评价指标体系,并利用层次分析法、熵值法计算各指标的权重,利用模糊综合评价法等对南昌市水环境安全进行综合评价。结果表明,2012年南昌市水环境状况处于不安全状态。针对评价过程反映的问题,为了提高水环境安全状态,南昌市需要在环保投入、污染排放控制、新水源开发,以及推进节水措施、健全水环境管理制度等方面持续努力。
Water environment security problems are not only the ecological and environmental problems, but also the social, economic, and political issues, which are directly related to the national security and social stability. In this paper, the evaluation index system of water environment security in Nanehang was developed using the "Driving force - Pressure - State - Response" (DPSR) model. The weight of each index was calculated using AHP and entropy method, and a comprehensive evaluation of water environment security in Nanchang was conducted using the fuzzy comprehensive evaluation method. The results showed that the water environment of Nanchang is unsafe in 2012. Therefore, more efforts are needed to improve the water environment security,including the environmental investment, pollution emission control, new water source exploration, water-saving meas ures, and improvement on water environment management system.
