When there are submarine pipelines in operation in the reclamation areas, the reclamation activity will have two negative effects on the pipelines: (1)The hydraulic fill will take a large-scale additional load on the partial pipeline; (2) At positions where the dike crosses over the pipeline, the stresses in the pipeline will change. These two negative additional loads may cause failure to the submarine pipeline. Based on the engineering practice, the tradi- tional design method and the finite element method were applied to analyzing this problem. The interaction between the soil and the pipeline was simulated with a spring in finite element modeling. For the local additional load, a simple structure which is composed of wood piles and concrete plates had been designed to protect the pipeline to bear the dike load, The analyzing results show that 4 m is the limit height for the large-scale hydraulic fill and the structure at the crossing position between the dike and pipeline can prevent the pipeline from failure.
