A variable toll rate scheme was set based on analysis of the traffic flow data of Jiangyin Yangtze River Highway Bridge and the sample survey result of drivers＇ decision-making about the travel path. The models for changing of traffic flow and operating income with time and toll rate were established respectively. The variables of the model was definited, the relevant parameters of the model was calibrated, and the toll rate adjustment corresponding to the traffic flow in three peak hours was calculated. According to the bridge operation and management, the indexes of capacity and service level as well as daily traffic volume and economic evaluation were put forward to evaluate the effectiveness of the implementation of variable fees, which shows that the formulation of variable toll collection could effectively improve the traffic flow on the bridge.
