根据对江阴长江公路大桥交通流数据的处理分析和驾驶员出行决策抽样调查设定了可变费率方案,分别建立了交通流量和营运收入随时间和费率变化的模型,明确了模型中自变量的确定方法,对相关参数进行了标定,并计算了3个高峰小时车流量所对应的费率调整情况。根据大桥运营管理的实际情况,提出了通行能力和服务水平、日通行交通量和经济评价指标,对可变收费有效性进行了检验评价,证明实施可变收费能够有效改善大桥交通流的运行状况。
A variable toll rate scheme was set based on analysis of the traffic flow data of Jiangyin Yangtze River Highway Bridge and the sample survey result of drivers' decision-making about the travel path. The models for changing of traffic flow and operating income with time and toll rate were established respectively. The variables of the model was definited, the relevant parameters of the model was calibrated, and the toll rate adjustment corresponding to the traffic flow in three peak hours was calculated. According to the bridge operation and management, the indexes of capacity and service level as well as daily traffic volume and economic evaluation were put forward to evaluate the effectiveness of the implementation of variable fees, which shows that the formulation of variable toll collection could effectively improve the traffic flow on the bridge.
