基于对天津市社区“互联网＋公共服务”建设发展的企业、政府和社区居民问卷调查，采用多元线性回归分析法从供给侧因素（企业和政府）和需求侧因素（社区居民）两个方面探讨了城市社区“互联网＋公共服务”发展的驱动因素并建立社区“互联网＋公共服务”建设发展意愿和驱动因素的多元线性回归模型，明晰其数理关系．研究发现：在供给侧驱动因素上，社区“互联网＋公共服务”发展受到公共服务管理成本降低、增加公共服务经济效益、改善企业内部管理和基础客户服务、提升政府监督管理水平等驱动因素作用．在需求侧驱动因素上，社区“互联网＋公共服务”发展受到居民参与性、化解公共服务矛盾纠纷、实现公共服务危机预警等驱动因素影响．基于上述结论，从提供资金保障、促进主体协同、实现治理变革、构建监管体系四个方面，提出促进社区“互联网＋公共服务”建设发展的对策建议．

英文摘要：

Based on the questionnaire survey of the enterprises,government and community residents engaged in Tianjin community construction and development of ＂Internet ＋ Public Service＂, this paper discusses the ＂Internet ＋ Public Service＂ for the development of urban community driving factors by using multiple linear regression analysis on the two aspects of the supply side factors （corporate and government） and the demand side factors （community）. And then the paper establishes the multivariate linear regression model to make clear the mathematical relationship of ＂Internet ＋ Public Service＂ development willingness and driving factors in community. The study finds that on the supply side of the driving factors, the development of community ＂Internet ＋ public service＂ is affected by the reduction of public service management cost,increase of public service economic benefit, improvement of enterprise internal management and basic customer service, improvement of the level of government supervision and management and other driving factors. On the demand side of the driving factors, the development of community ＂Internet ＋ Public Service＇is affected by residents＇ participation,resolvingpublic service contradictions and disputes, achieving the early warning of public service crisis and other driving factors. Based on the above conclusions, the paper puts forward some countermeasures and suggestions to promote the development of ＂Internet ＋ Public Service＂in four aspects, such as providing financial guarantee, promoting the cooperation of the subjects, realizing the refornl of governance and constructing the supervision system.
