从1980年代以来，我国煤炭产业政策几经变化，但煤炭产量、煤炭价格、安全生产、出口导向和行业生产效率等一直都是我国煤炭产业政策调控的目标，同时也是我国今后制定新的煤炭产业政策需要考虑的关键问题。本文采用实证分析方法对我国过去近二十年的煤炭产业政策演变、政策效力进行较为全面的研究，结果表明，煤炭产业政策在调控煤炭产量、煤炭安全生产和煤炭出口数量方面有效，而在调控煤炭价格和煤炭行业劳动生产率方面无效。

英文摘要：

Since on century 80＇s, China＇s coal industrial policy has experienced several step changes, different stage industrial policy regulation key existence difference, but the coal output, the coal price, the safety, the exportation guidance and the profession production efficiency and so on, is the profitable target which our country coal industrial policy regulates, simultaneously will also be our country from now on formulates the key question which the new coal industrial policy will need to consider. The original coal industrial policy validity, directly will affect the future coal industrial policy the directivity. The article uses the empirical analysis method to study the evolving of coal industrial policy and the policy potency in the last 20 years. Finally indicated, the coal industrial policy in the regulative coal output, the coal safety in production and the coal exportation quantitative aspect is effective, but in regulative coal price and the coal profession labor productivity aspect is invalid.
