文章以2004-2013年省级面板数据为基础,运用SFA模型,研究了我国农业科技创新效率及其影响因素。结果表明,我国农业科技创新活动的平均效率为0.469,东部地区创新效率较高,而西部地区创新效率较低,但东、中、西部地区效率的差距在逐年缩小。农村生产力发展水平、农村经济发展水平、市场化程度对农业科技创新效率促进作用显著,而劳动者素质对农业科技创新效率的促进作用不显著,出现负面效应。同时,农业政策性金融投入与科技人员投入的弹性系数均小于1,虽对创新效率有促进作用,但不显著。
This paper,based on the provincial-level panel data from 2004 to 2013,employs SFA model to study agriculturalscience and technology innovation efficiency and its influencing factors in China. The results show that the average efficiencyof agricultural science and technology innovation is 0.469,and the eastern region has a higher innovation efficiency while thewestern region has a lower one,but the gap of efficiency among the eastern,central and western regions is shrinking year byyear. The development level of rural productivity,the level of rural economic development and the degree of marketizationplay significant roles in promoting agricultural science and technology innovation efficiency,whereas the quality of laborersshows a negative impact on the efficiency,and does not promote the efficiency significantly. Moreover,the elasticity coeffi-cient of both agricultural policy finance input and science and technology personnel input is less than 1,they promote the in-novation efficiency,but not significantly.
