根据广东省1991--2005年企业创新活动的相关数据，从宏观角度实证分析了政府财政投入对企业创新活动的诱导效应和乘数效应。研究结果发现：政府对企业财政投入诱导效应显著，能有效提高企业的技术创新能力；政府财政投入对企业科技投入的诱导具有时滞效应，滞后期约为2年，长于OECD国家的平均水平（1-2年）；政府财政投入效益水平降低的原因是企业创新投入的技术转化率不高。因此，政府应重视企业技术转化能力的提升，在技术转化环节为企业提供更多的支持。

英文摘要：

Based on the data of firms＇ innovation activities of Guangdong Province during the period 1998- 2006, this study empirically investigates the inducement effect and multiplier effeet of government finance investment on firms＇ innovation activities by a macro view. The results show that： the Guangdong government financial investment has distinct effect on the improvement of firms＇ technological innovation capability and progress, also it has two years time-lag effect on firms＇ innovation activities, which is longer than the average level of OECD countries （1 to 2 years）, the reduction of economic benefits of government finance investment is the result that the technology conversion rate of firms innovation investment is too low. Therefore, the government should pay more attention to the enhance of the firms＇ technology transfer capability and provide more supports.
