随着城市社会结构的变化和基层政府管理重心下沉，社区治理成为转变政府职能，推进社会自治的重要阵线。本文以经典的社会资本理论为基础，结合我国社区治理创新的实践经验，从国家社会协同机制、社会组织的网络关系以及公共参与的形式三个方面探讨了我国社区治理中进行制度设计的重要性，并强调只有社区基层政府能够在调动公共参与和团结社会组织上做到对社会资本的激活与培育，才能顺利完成职能转换与运作方式的创新，真正建立起国家与社会的合作治理。

英文摘要：

Along with the change of social structure and government administration, community governance becomes the frontline to realign governmental functions and promote social self-organization. Based on the classical theory of social capital and the empirical data of community governance innovation from China, this article attempts to explore the importance of institutional design for community governance from the perspective of state-society synergy; the networks of social organization and the forms of public participation. It argues that the government can successfully increase its competency and construct collaborative governance with the society, only when it can activate and incubate social capital through mobilizing public participation and social organizations.
