SMEs as a whole, is a dynamic force in the national economy. According to the policy change, the paper divides the domestic research on the policy and service system supporting the development of SMEs into four phases. In the light of the policy clues, the paper reviews the literature of policy and service support system related to the development of SMEs. The policy support system includes industrial, legal, fiscal, taxation, and internationalized policies while service support system includes financial credit, information consultation and technology services.
