By analyzing the relations between activities of the model development project, a structure model based on DSM for the model development project process is described. Methods based on Dependency Structure Matrix （DSM） to realize the project process are presented, including activity-decomposing, identification of the sets of optimal re-engineering of model development project is realized. Finally, an illustrative example is presented to demonstrate the practicability and effectiveness of this method.
