The key technology is manufacturing of optic mirror with large aperture. This paper introduced briefly that main research concept of national basic theory research program 973. The neon-meter accuracy of the mirror is needed, the new generation technology of Controllable Compliant Tools (CCT) method which has a new principle should be develop. The MRF and IBF are typical CCT methods.
