针对不同碳排放调控政策下船舶航速进行优化.首先,分别建立碳排放最小和船舶运输成本最小的航速优化模型;其次,综合考虑航速降低带来的碳排放量减少和船舶投入增加带来的碳排放量增加,建立不同碳排放调控政策(定额征收碳税、按量征收碳税以及基于碳排放权交易处理碳排放)下基于船舶运输成本最小的航速优化模型.通过算例验证模型的有效性,比较分析不同碳排放控制政策下的航速水平,并且针对不同碳排放控制政策分别分析碳排放限额、碳税水平、碳交易价格对班轮公司成本的影响.研究结果表明,定额征收碳税的碳排放政策调控效果要优于定量征收碳税和基于碳排放权交易处理碳排放的碳排放政策调控效果.
Aiming at optimizing the ship speed under different carbon emissions control policy, firstly, sailing speed optimization models based on the minimum carbon emissions and minimum shipping cost were developed respectively, and then comprehensively considering the carbon emission reduction due to reducing of speed and carbon emission increase due to more ships in operation, the optimization models based on minimum shipping cost under different carbon emission control policy (taxation emissions that exceed a certain threshold, taxation all carbon emissions and that dealing with emissions based on carbon emission trading) were developed. A numerical example was given to validate the effectiveness of the models, the sailing speed under different carbon emission control policy was contrasted, and the effect of the carbon e- mission limit, the carbon tax level and carbon trading price on the cost of liner shipping company were analyzed respectively. It is shown that the control effect of taxation emissions which exceeds a certain threshold is better than that of taxation all carbon emissions and that dealing with emissions based on carbon emission trading.
