英文摘要：

SYS-GMM method is employed to empirically estimate the impacts of input tactors in three industries on industrial structure rationalization and supererogation based on the data of 17 prefecture-level cities in Shandong province. The results show that the input factors of labor, capital and technology, have significant impacts on rationalization and supererogation of industrial structure respectively. The increase in labor and technical inputs has positive impacts on industrial structure rationalization and supererogation, whereas the increase in capital input is on the opposite side. The conclusion indicates that industrial structure supererogation shall be treated rationally in the course of industrial policy adjustment. The emphasis shall be placed on industrial structure rationalization. Moreover, it is conducive to promoting industrial structure upgrading and transformation by improving the quality of labor force and enhancing its contribution to the industrial growth, increasing the in- dustry technology innovation rate and forming a mature technology development model, making capital investment steady and improving the capital investment efficiency in the tertiary industry.
