The trend that the long-term mechanism of low-carbon development and orderly development policies of CO2 emission is necessary for low-carbon economy. The CO2 emission situation and intemational macro-control policies of emission reduction are analyzed and combined, and the systematic exposition that the domestic and＇ international low-carbon economy development trend. Base on CO2 emission situation, and the dynamic tendency model is established, the dynamic and the development trend are analyzed, obtains that the necessity of low-carbon economy development at present, and two regulation patterns： carbon market and Clean Development Mechanism （CDM）. Some of suggestions which are for low-carbon economy of China summarized.
