引入林农意愿因素构建国有林区生态补偿价值评估指标体系,应用AHP法构建了评价指标体系的层次结构模型,确定了各具体指标的权重。一致性检验结果表明:各指标的权重合理。进一步构建了国有林区生态补偿价值模糊综合评价模型;以大兴安岭国有林区为例,应用以模型评估了国有林区生态价值补偿的有效性,认为大兴安岭国有林区生态价值补偿有效性有待提高,只有充分重视林农的意愿才能充分发挥生态资源的优势。
An evaluation index system of ecological value compensation was built for the state-owned forestry regions in China by introducing forest farmers' willingness to accept (WTA). And a hierarchical structure model of the evaluation index system was established by AHP method. The weight coefficient of each index was determined. The consistency check result shows that the weight coefficient of each index is reasonable. Furthermore, a fuzzy synthetic valuation model of ecological compensation value was established. The effectiveness of ecological value compensation was evaluated by the evaluation model by taking Sate-owned Forest Regions in Daxing' an Mountains as an example. Results show that the eo'ological value compensation in Daxing' an Mountains needs to be increased. It would take full advantage of ecological resources only by paying adequate attention to farmers' WTA.
