There has been more and more attention paid to the value of open government data （OGD）. The digital economy that is based on OGD has rapidly grown in its application innovation. The utilization of OGD can fully realize the value in OGD and aid in the advancement of information content industry and information service industry. There has been considerable progress achieved in the utilization of OGD in foreign governments. Chinese government should envision OGD by opening government data that have bigger economic influence, decreasing the charge of government data, and encouraging the participation of diverse subjects.
