采用文献资料调研、专家访谈等方法就场(馆)运营管理企业化改革问题进了研究,认为场(馆)运营管理企业化改革核心是引入市场机制,提高公共服务水平。场(馆)企业化改革有其必要性和可行性,场(馆)企业运营机构较之于事业运营机构不仅在财务、人事、薪酬分配和经营自主权等方面拥有制度优势,亦具有经济比较优势。现有场(馆)运营管理实施企业化改革主要有事转企、事企双轨运行、事企合作运行、事业单位内部企业化管理等路径,新建场(馆)亦强制委托运营。场(馆)企业化改革过程中应注意把握好公益性、政府职责、企业盈利、人才培养和政策衔接等问题。提出积极转变观念,努力推进企业化改革、出台扶持政策,延续现有政策、加强监管,确保场(馆)公益性、尽快放开场(馆)经营权市场,鼓励社会力量参与场(馆)企业化改革和打造场(馆)专业运营商,培养专业运营团队等促进场(馆)运营管理企业化改革的对策。
By the methods of the literature review and the expert's interview,this paper researches the enterprise reform of the major venues' management.Introducing the market mechanism and improving the public service are the core of the reform.Besides the necessity and the feasibility,the business compared with the public not only in the financial,personnel,salary distribution and management of self sovereignty,but also has the economic comparative advantage.The transformation of enterprises,the business double track,the cooperation and institutions internal enterprise management path are the mainly path for the enterprise reform.The new arena should be forced to entrust the operation.In the course of the reform,we should pay attention to the problems such as the public interest,the government responsibility,the profit of the enterprises,the training of the talents and the convergence of the policy,put forward some countermeasures such as actively change their ideas and efforts to promote enterprise reform,the introduction of supportive policies,continuation of the existing policy,strengthen supervision to ensure the public welfare of the venues,open the venues' management right to the market as soon as possible,encourage social forces to participate in the reform of enterprise and create professional venue operators,cultivate the professional operation team to promote the venues operation and management of enterprise reform.
