战略决策是一项重要的管理职能。结合Delphi法和SWOT分析法构建了一个适用于战略决策的定量模型,探讨了在运用李克特量表法进行专家意见征询时处理被调查群体的平均社会意向或态度分歧的置换检验法,按照方位域界定了组织的战略方位,分析了战略决策模型中战略强度的取值范围,揭示战略向量的管理学含义。在此基础上,就工科院校开办旅游管理专业战略定位问题对决策模型进行了验证。
Making strategic decisions is most important at the top management levels. A simplified quantitative model suitable for organizational decision was constructed by resorting to the Delphi method and the SWOT analysis. The conflict over the experts' opinions was resolved by using the replacement analysis when the Likert scale was available. On this basis, the organizational strategic direction was determined according to its position and the numerical scope of strategic intensity was analyzed. Further, the managerial meaning of the strategic vector in the polar coordinate was illustrated as well Based on the theoretic analysis, the model was verified by developing the strategy to run the tourism management specialty in technological colleges and universities, validating the effectiveness of the constructed model.
