目的通过对浙江省实现全民医保的体系设计问题进行综合评价,筛选其中的失效关键环节,为后期的全民医保改革体系设计提供依据。方法基于文献研究及小组讨论设计调查问卷,运用Topsis综合评价法对医保体系设计的关键环节进行评价。结果医保体制设计问题失效排序依次为福利包设计、补偿支付设计、风险分担及管理体系设计等。结论针对医保体系设计存在的问题,应从医保体系构建的内部自身因素及外部环境共同作用,有针对性地进行优先问题的干预。

英文摘要：

Objective This paper aimed to provide evidence for the design of universal medical insurance reform system in Zhejiang Province based on the comprehensive evaluation of the whole system and selection of key failure parts. Methods The questionnaire was designed based on literature research and panel discussion. Key parts of the medical insurance system design were evaluated with Topsis method. Results The key problems in medical insurance system design were welfare package design, payment design, risk allocation and management system design respectively. Conclusion In light of the problems in universal medical insurance system design, priority issues should be intervened based on the combined effect of internal factors and external environment of the construction of medical insurance system.
