通过对中俄国际贸易的研究归纳，提出了发展边境旅游的突出优点与积极作用。并通过对黑河市边境贸易发展历程、边境贸易现状及其优势的归纳分析，透析黑河市边境旅游发展。研究认为：第一，黑河作为一个水路口岸，界江黑龙江和黑河地方铁路是制约黑河边贸发展的主要原因；第二，从黑河的贸易状况看，黑河市边境贸易存在4方面问题；第三，黑河是一个小口岸，折射大历史，要在更好、更高起点做好黑河口岸中俄国际贸易。
英文摘要：
Through studying the international trade between China and Russia, the prominent advantages and positive effect of developing border tourism are put forward. The summary of the development process, present situation and advantage of Heihe border trade is used to analyze the development of Heihe border tourism. The study shows that, as a water port, first the border trade of Heihe city is mainly restricted by the local railways of JieJiang, Heilongjiang and Heihe; second, the Heihe border trade exists four problems viewing from its own development; third, Heihe is a small port and it reflects big history, better and higher starting point should be targeted to develop port international trade between China and Russia.
