在工业信息化程度不高、自主创新能力不足的背景下,中国如何实现信息化建设与技术创新能力提升是一个重大的现实问题。本文构建了关于信息化与技术创新的一个分析框架,从信息提供能力和信息需求水平两个维度,测度了行业信息化水平指数,并基于2005--2011年中国工业部门分行业面板数据,考虑到企业规模、市场化水平、技术模仿等因素,利用超越对数随机前沿技术.实证考察了信息化对技术创新效率的影响及其行业异质性。研究发现:①信息化对中国工业部门技术创新效率产生了显著影响,已成为推动技术创新活动发展的新动力源泉:②信息化与技术创新效率之间存在显著的“倒U型”关系,即随着信息化水平的提高.其对技术创新效率的提升会产生“先提高后降低”的影响趋势,当前的实际信息化水平(0.647)依然低于理论上的最佳水平(0.822),继续加强信息化建设有助于提升其对技术创新效率的促进效应;③信息化对技术创新效率的影响存在明显的行业异质性,在技术密度较低、污染程度较小、平均规模较小以及盈利能力较弱的行业,信息化对技术创新效率的促进作用更大。
Under the background of low industrial informatization level and poor independent innovation ability, how to achieve the effective integration of informatization construction and technology innovation improvement is a big issue. This paper constructs the analysis framework on hypothesis of information and technology innovation. Meanwhile, it also constructs the index of industrial informatization from two dimensionsinformation supply and demand. Using the panel data of China industrial sub-sectors from the year 2005 to 2011 by means of transcendence logarithm stochastic frontier model, and considering such factors as enterprise scale, marketization level and technology imitation, this paper inspects the informatization's influence on technology innovation efficiency and its industrial heterogeneity. The results are as follows. (1) Informatization level has significant impact on China industrial technology innovation efficiency, and it has become a new source of power to promote the technological innovation. (2)The inverted 'U' type relationship appears between these two sides, there is a threshold level of informatization before which the informatization effect is increasing,but beyond which it is slowly decreasing. The real informatization level is 0.647 at present, which is lower than the optimal theoretical strength of 0.822. Keep on strengthening informatization is favorable for its promotion on technology innovation. (3)The obvious heterogeneity exists at the influence of informatization on the technological innovation efficiency, and in those industries with less pollution and scale, lower technology density and profits, informatization improves the technology innovation efficiency even more greatly.
